Yeah now that the team and the city has made the announcement it would be super awkward if anyone tried to stop it.
I expect that there must be some sort of “informal” approval in place … in fact, I expect AHL affiliations are basically a rubber stamp

The North and the Central are the divisions that can accept a new member without any further alignment juggling as they have 7 teams while the Atlantic has 8 and the Pacific 10 … so they are the only realistic options … for the reasons you stated, the North makes the most sense
